Local elections soon?

Cynthia Hatfield from the UN continues to circulate those of us on the Iraq electoral monitoring circuit. She implies preparations are well underway for the provincial elections (well overdue and slated for October). The draft election law is being discussed at the Council of Representatives with the third reading set for 3 June. The application deadline for certification of coalitions of political entities at the GEOs is 10 June. So presumably we are all systems go for these elections. But I find it hard to believe that they will take place in October. We shall see.
