Iraqi troops undermining security operation?

This item comes in from Tharoor's M11 group. William writes: It is profoundly sad to see the US led push on Baghdad failing - but perhaps inevitable given America's reluctance to even dissmiss the insurgent run police force. America will never be able to deal effectively with the Baghdad issue and must therefore come to terms with the fact that Baghdad will never be retaken.

As US and Iraqi troops comb the northeast quarters of Baghdad as part of the new security initiative, their efforts are being undermined by Iraqi soldiers who are warning residents to hide their weapons in advance and who openly display their pro-Shia affiliations.
Christopher de Bellaigue explores the contemporary predicament of the Kurds in the current issue of the New York Review of Books.
