The US Secretary of State on Liberal Democracy

In a lecture at Chatham House last Friday, the US Secretary of State defined liberal democracy, which is relevant to the situation in Iraq:

The trouble with promises of democracy is you have to believe in democracy. Take Iraq:

We fiddled the first January 2005 election result

Then we altered the count in the Ninevah result in the October referendum (we couldn't tolerate the fall of the constitution).

Then we altered the December result to give the Sunnis a better vote.

Finally we are subverting the election of the Prime Minister because we cannot tolerate a premier who has an avowed policy of setting a timetable for allied withdrawal.
